All Jerichan citizens are given a classification when they graduate high school and are sent to live on one of the respective levels of the city. Citizens are healthy, well-fed, and somewhat sheltered. For the most part, they believe the propaganda spread about the world beyond the safety of the walls and the barbaric outsiders, and even those on Level F would rather live in the slums than risk leaving. Anyone who lives outside of Jericho is treated with much the same disdain. These are the descendents of the genetically weak who were not permitted to live in Jericho. Their ancestors were sick and unhealthy, but generations of adaption, stubbornness and natural selection have made them strong enough to survive the harsh conditions outside the city. Many are envious of Jericho's prosperity, some wish to destroy it or capture it. The tunnels below Jericho are heavily guarded against Outsiders attempting to sneak in for a better life.
This is a term to refer to a group of non-citizens who are allowed to live within the outer wall. They are called Fencers because they were never originally supposed to live within Jericho, but many of them "hopped the fence" when the outer wall was being built. For more information on the history of Jericho, please see the Setting Guide. Jericho's crops and livestock are grown and raised in an expanse of land between the outer and inner walls, and crops grown there are the primary food source for all its citizens. Fencers are the ones who work this land in exchange for food and protection from Greater Jericho. They are treated with disdain by Jerichan citizens, but considerably better cared for than those outside the walls.
